Brake lights

What is your question?

My brake lights work except when the head lights and tail lights are on. Also the cruise control only works when the head lights are off. When there is no key in the ignition, if you press the brake pad the seat belt sounder and lights come on. Help please...out of work and can't afford to take it to the dealership.Thanks.
