i just replaced the engine in my 1997 hyundai elantra 5 speed. after hooking everything back up, the car will now turn over but wont fire. and there is no spark for any plug wire. could it be the coil pack?

You would need to trace the wiring for power/ground ect... at sensors like crankangle sensor, coil, and computer. You need a good wiring diagram and good volt ohm meter. Autozone have some popular workshop manuals for free on line once you register (for free) on their website http://bit.ly/autozone_repair_info. and get an online repair manual subscription. There is a company that independent auto repair shops buy their information from that the same information inexpensively to do it yourselfers. The information is year make and model specific repair procedures, service bulletins, component locations, wiring diagrams ect....
