What is your question?
When it get's cold and only when it get the temperature are really cold when I go to start my car it says turn fuse switch on. The fuse switch is on and I have never turned it off. The head lights and tail lights flash and it won't let me shift to drive until the car warms up. Are there any suggestions on what I need to do to fix? This started happening last year but only happens in really cold temps then it stops.

The "fuse switch" is a switch within the instrumentation which is always in the "on" position, unless you have engaged in storing the vehicle, which will stop unnecessary battery drain from occurring for long storage. There is no reason, cause or indication to turn this off otherwise, and you or someone outside of your knowledge has done this, it should always be on. That said, electrical system issues that probably stem from low battery voltage in the first place can probably cause warning lights like this to come on. As a result I would recommend having the battery tested for capacity and the ability to sustain a load. Seems like cold temperatures expose battery weakness, perhaps, and could be the cause of this concern.
