What is your question?
I had front end control arms and struts replaced 4 weeks ago because of "crunching" sounds from front end when driving. Now took to dealer for unrelated reason and I'm told the boot on the r&p has fluid, so rack & pinion needs to be replaced. Wouldn't replacing control arms had caught this issue?

Hello, Yes it requires replacement, and no, the control arm replacement would not necessarily allude to steering rack failure because the rack is sealed from the factory. The boots on the end act like accordions/bellows when you turn, stretching so they do not tear from extension and retraction. In order to know there is an internal fluid leak into the rack and pinion, the boot must either be leaking externally, or suspected of leaking, and subsequently inspected. I would like to think a 2009 model would not need a steering rack replacement, but if the boot was ever slightly damaged, or if dirt/debris has entered the system at all, it will happen.
