motor turns over normal, but will not start

I replaced coil, fuel pump& relay, alternator,/hooked up a innova scanner/reader; it gave me code pooo1= fuel-volumn regulator control,{circuit open}, can anyone tell me the test procedure for this code? the fuel control is in the in tank fuel pump cage, the pump is not engaging, as well, the relay is cool, it checks ok when tested in the horn relay location under hood fuse panel, is there other parts /fuses in the circuit that can cause a open circuit if they fail, I don't have the electrical diagram for this circuit/ the car is still in a no start statis, driving me nuts, / Thanks in advance for any suggestions-/help
