My condenser fan runs good when connected directly to the battery. The condenser fan relay is good. It seems like the condenser fan relay is not being energized because I can measure a 14vdc input at one side but there is no output going to the fan.

You will need to check the controls of the condenser fan. Does the A/C work normally? Because turning on the A/C is what triggers the operation of the condenser fan. If the A/C works fine and the dash switch seems ok, then check the triggering circuit for the fan relay, make sure that there is a signal sent to the relay ( usually a ground) when you energize A/C system. If not, then there is a problem with the controls of the condenser fan. Also, verify the powers and grounds going to the condenser fan relay and the fan itself. These inspections should give you a start.
