changed out sparkplugs and oil still wont turn over turn the ke and nothing happens starter wont even kick in

You may have hydro-locked the engine, this is where some water gets into the motor and bends the connecting rods to the point that the engine will no longer rotate. I would remove all the spark plugs and then with the battery disconnected, attempt to rotate the crankshaft with a large socket and 1/2 drive ratchet. the engine should rotate easily with the plugs out. If that is the case then you will need to address the starter problem, which may be a ruined ( by water ) starter. IF you can not turn over the engine, then you may need to think about getting another one. ( Be sure it is in neutral, if you have a manual trans when you try to rotate it by hand )
