I had a Virginia state inspection done. I was failed on the front tires and told that the brake pads were close to failing but passed. I opted to replace the tires and fix the pads in a couple of weeks. Since then, my drive side front brake has been grinding and I can see the rotor getting scratched. The brakes had never made a peep before then. Do the inspectors remove the brake pads? If yes, is there a chance it was misaligned when reassembled?

So, unless they pulled a magic trick, the pads should have stayed put. However, if you're hearing grinding now, it could be a coincidence, but there's also a chance something got jostled during the inspection or tire work. A misaligned pad or a caliper that’s sticking can definitely cause that scratchy symphony you're hearing now. I'd get it checked ASAP to avoid further rotor damage.
