Can the fuse box in the engine malfunction ?

I have 2010 Honda Odyssey. This is a current problem Dashboard lights --VSA, Key light, driving running lights(exterior) . I have had the battery and harness wiring replaced. I was told that the fuse bos, in the engine, needs to be replaced.Is that correct ?
