Engine shuts down while driving and dash lights go out and turn signals don't work, but after pulling off to the side of road will start up. I might make it home before it happens again. The emergency flashers do work when this happens.

It sounds like you have an ignition switch problem, maybe a worn switch or a loose connector. the flashers are independent of the ign switch, but the switch controls all the items you mention including the gauges and warning lights. An auto electric shop or a Honda specialist could help you if necessary.
