engine cuts out at 3000 rpm

When driving, it should definitely go to the "red line" of the tachometer. In Park, it probably has a rev limiter to prevent it from going higher. If accelerating it bogs down at about 3,000 RPM, I'd check for an intake or exhaust restriction. This is possibly causing the lack of power. Hands on testing is needed.
