when driving or just in park the engine won't go past 3000 rpm. this just started for no reason.
What makes this problem better or worse?

When driving, it should definitely go to the "red line" of the tachometer. In Park, it probably has a rev limiter to prevent it from going higher. If accelerating it bogs down at about 3,000 RPM, I'd check for an intake or exhaust restriction. This is possibly causing the lack of power. Hands on testing is needed. I can almost be 95 percent sure it is your vtec solenoid and vtc screen. Was it figured out ?
