how do I clear a front window of fog when moves from garage to oudoors ?

As long as the temperature remains above 32 degrees Fahrenheit, moisture should be removed from the inside of the vehicle with the climate control system "on" in defroster mode, or any other mode other than vent only for the floor. I would suggest having the climate control system checked to ensure it is functioning properly. Another possible cause is extreme moisture inside the vehicle, such as when carpets are very wet for days at a time due to rainy weather out.
