Hello, there's a couple issues here. First of all clearing a windshield is a result of an air conditioning compressor that is working properly to dehumidify the interior. If that's not happening, you might not get the performance you are desiring at your windshield with the frost mode. Additionally, if you are not getting hot on both sides, even if it feels hot at the heater core it may not be hot enough. Too hard to say. Hands-on testing is required of your cooling system.
