Very intermittently, my 2007 Honda CRV starts to roll right after starting.

Very intermittently, the car will roll soon after starting. The engine is on. Brakes and steering are locked. This has happened in Park, Reverse and Drive. Two mechanics have looked at it-one said it was the computer code not being right, the dealer couldn't figure it out.
No noises or leaks.
What makes this problem better or worse?
Turning off the car and restarting.
