AC doesn't work when car is idling, only when car is in motion. possible issues?

have added refrigerant but no change. Also, the AC fan doesn't always come on when car is started, even tho the fan is turned on. Have to give it a kick under the dashboard on the passenger side.

What makes this problem better or worse?

AC begins to work once in motion from a stop light or sitting in traffic.
