Can a bad ignition piece be the blame for car not starting

2005 CRV started acting like the battery was going but was only 3 months old...2-3 tries barely started. Then would not start, even though if you continue to wiggle the key and try repeatedly it occasionally will engage slightly but not enough to start. Will not jump...got new battery and had the same issue. Took out the starter and tested, seems fine but I'm still putting a new one in tonight. If the same problem persists I'm thinking ignition? Help!
