no brake lights but fuse is not bad

Hello, if you have no brake lights functioning - my next question would be: is it difficult to get the shift lever out of "park" gear - or do you have a manual transmission? The brake lights will illuminate when the brake pedal is depressed by way of the brake lights switch at the brake pedal. If the switch is not working or there is a wiring connection concern, the lights will not work. However, it's also true that the shift lever interlock that only releases when your foot is on the brake in park will not release either -- for automatic transmission equipped vehicles. I would still suggest looking in the area of the brake light switch and wiring connector for any concerns.
