My starter has been replaced multiple times and the battery has been checked, but my car still won't start unless I hook it up to jumper cables what could be causing the problem?

Your concern sounds like a battery power related concern to me. Is the battery showing 12.5 or above in voltage? On a load, does it stay above 10.5 volts and sustain a load of 200-300 amps continually?
