My taillights remains on after I shut the vehicle off. What could be the problem

I hear a clicking sound sometimes when I go to start it. And it acts like it starts and then shut right off. I have to wait about two to three minutes and it usually start right up. I did notice that the SRS light thats in the instrument panel stays on now. Thank you for replying to my first problem. I will appreciate it if you would give me some insight on my shutting off problem
