The key fob is not attached to the battery it was broke when I bought it can they stop it from starting or turning over it has several emission problems cannot stop it it's been working just fine except when I fill it up has a hard time starting the first time because of the admission problems but it's been starting well I had a bad battery and I changed it can t this be a loose wire or relay or a fuse?
What makes this problem better or worse?
It just won't turn over it just makes a click sound
How long has your 2012 Honda Civic had this problem?

You're going to need to get a functioning key fob and program it to the vehicle first. Emissions problems must be diagnosed by a professional to find out what is wrong and what needs to be done to correct the concerns. The difficulty starting - is it not cranking or cranking without starting?
