2012 honda civic Speedomter not working

Hello, the reprogramming required by the emissions recall could not have anything to do with the concerns you currently have. It's a software update alone that doesn't even approach the transmission or speedometer, or power steering systems. Did you have any further work performed at this time? Any other maintenance or repairs? Surely, you can consult your local dealership and ask about this too -- consult the service manager for advice.
