What is your question?
As I was driving my 04 civic, it began to make a ticking noise, so I pulled over, and now it won’t start. I tried cranking it and the starter makes a whining noise like it isn’t engaging the flywheel to crank the motor. It has 195,XXX miles on it and I replaced the starter about two years ago. Could this simply be a bad starter motor or something a bit more serious/costly such as my engine?

Hello, it could be a starter motor -- sure, but it could also be that it cannot start your engine because your engine could be too difficult to turn due to an internal issue. You absolutely need professional guidance.
