My 2004 honda civic has a charging issue at low rpm and was only charging sometime at high rpm. when i turned on and off the lights or hit the brakes hard it would start charging again for a few miles. I have changed for new alternator that tested ok and battery tested ok as well. Changing alternator did not fix the issue and all fuse are ok. I re grounded the battery to the engine and engine to the body since its an old car with regular canadian rust. What else could i have missed that i should look for?

Alternator output should be checked for proper amperage and voltage at about 2,000 RPM. That should be approximately 70 amps output and around 13.5 volts, per the workshop manual. If it's lacking or wavering or intermittently less than all this, then there's likely a continuing concern with your replacement alternator, or even perhaps with the wiring harness or connector to the alternator.
