After flushing the system, replacing the thermostat, heater core, and resistor, we do find that the air is warm but does not really seem to be coming out of anywhere. The fan is blowing and on high but you can literally take a tissue and not even see movement from the lack of force. We also attempted to check for trouble codes on the heater and ac and received an 11 which seems to be related to the blend door but when tested by a mechanic the actuator and blend door appeared to be working smoothly. A Honda mechanic has suggested that the heater sub assembly might need to be replaced but as there is no physical damage to this we are a little skeptical and really do not have the money to purchase this $300 part for nothing. Any other thoughts or suggestions?
What makes this problem better or worse?
nothing stays a constant with fan blowing but nothing coming out

No real thoughts further other than physical inspection, unfortunately. If you are certain any blend door motors are working properly, then the physical doors could be hanging up. This can definitely be figured out by an experienced technician hands on -- but know that obviously you're trying to keep costs down. Still, it might be better to invest in a good diagnostic test rather than shell out good money for unnecessary parts.
