It overheats any time the heat is not running. It has a fairly new thermostat. The radiator did have a large leak but I used stop leak and it appears to have fixed the large leak. However I have had problems with the coolant system since as it only keeps the engine cool enough while I run the heat.when it is not on it gets so hot that it forces the overflow hose off and all the coolant evaporates out.
What makes this problem better or worse?
Not running heat through vents makes it worse. It leaks very slowly when heat is on.
How long has your 2003 Honda Civic had this problem?

Often times the stop leak can cause a restriction. I suggest replacing the radiator and flushing the system multiple times. You can also use a coolant system cleaner that they sell at every auto parts store.If you don't work on your own car then use this link to find a good shop near you. https://repairpal.com Alex
It is possible that the Coolant level is low and you have air pockets in the system. It is also very possible you have a failed head gasket as you stated it overheats which may have warped the cylinder head which will force combustion gases into the cooling system which will push coolant out of the over flow tank.
