My turn signals only blink once and then cut off. what do I need to check?

Also my air conditioning compressor cuts on and off on off and the refrigerant charge is good. The condenser fan is not running at all. Is it true that I can jump the relays in the fuse box with a paperclip to check them? And exactly how do I do that?
