CAn a catalytic converter become loose? If so, does it need to be replaced?

It can come loose, have pieces rattle inside. But one thing to check first is the shield. It is on the top of the cat. and they like to get loose and rattle.

YES THE RATTLE IS FROM THE CAT,WHICH HAS COME LOOSE INSIDE.IT HAS TO BE REPLACED
