called an onsight mechanic. said it was the fuel pump, filter, etc. said it would be over $400.00 to fix. could it just be the filter and not the fuel pump?

If the fuel filter was to cause this, which would be rare, you would have been feeling a loss of power over time until it got bad enough to cause a no start problem. If the car just wouldn't start with no previous symptoms, it's not the filter.
By doing couple simple tests (fuel pressure test) you can see exactly whats going on in the fuel system. If there is no fuel pressure make sure your fuel pump is working when you turn ignition on (just listen for the buzzing sound in the back). The most common Honda problem is the power relay under the dash on the driver side, it should be grey color or black with seven promes. If that is ok check the power supply to fuel pump. If you have power supply at the pump and no pressure signs the pump is faulty. http://www.TRANSARTNC.com
