Are there security measures in place that would prevent my car from cranking?

Hello, "turning over and over and over" but "won't crank" - I don't understand that? If the engine is turning but not starting, that would be a "crank, no start" situation. If the engine does not turn at all and no noise is heard, that would be a "no crank" issue. What are you experiencing? Why would you change the starter on a 2019 Accord?
