What is your question?
I jacked up my car, spinned the wheel and it's making a clicking noise. I take the wheel, and caliper off, spin the hub and the noise is gone. I put everything back on, pumped my brakes, spinned the wheel once more and the clicking noise is back.
What makes this problem better or worse?
Nothing
How long has your 2017 Honda Accord had this problem?

Clearly sounds like a brake system component that you removed making noise. Perhaps brake pads are moving in the caliper bracket? Retainer clip issues? Many guesses, but hands on inspection is needed. You've gone as far as taking everything apart and verifying the noise is gone - you'll need to dig deeper to witness what is making the noise with the components reassembled.
