When the car is not in motion and I turn the steering wheel the lights dim. The battery is new. Could it be the alternator?

The fact that the lights are dimming when you're turning the wheel may be indicative of the serpentine belt slipping in turn not allowing the alternator to charge properly. If the alternator is failing, it may not be providing enough power to the electrical system, causing the lights to dim when the steering wheel is turned or when the car is idling.
