Can a starter get messed up if the car has been in flooded water

Hello, it's a fact that absolutely anything and everything can be messed up if the car has been in flooded water. Electrical components don't like water at all. There is a modest amount of protection from splash shields and so forth that will prevent important electrical components from generally being deluged with water, but naturally the vehicle undercarriage is not "waterproof" - so some water contact is expected to a degree. Submersion is not included in that -- so I would say a starter motor (which on a 2009 Accord can be a problem WITHOUT water influence!) concern is quite likely.
