This code means that the evaporative emissions system has noted low purge flow. The evaporative emissions system is clearly not working "normally" if the code returns after the evaporative monitor runs. If it's months before the concern returns, it could be an extremely intermittent concern in itself, which is why there is no luck to date with diagnostic testing.
