Key on, speedo needle drops below zero, doesn't give correct speed

What is your question?

When you turn the key on the speedometer needle, which is at 5mph before power, drops way down below zero, and doesn't give accurate speed reading, cruise control does not work, other than that there are no issues.

What makes this problem better or worse?
