Brakes lights stuck on when headlights are on

What is your question?

I recently noticed than my brake lights do not turn off as long as my headlights are on. During the day, when my headlights are off, I do not have this problem and the brake lights run normally. The fuses look fine. Is this caused by a short, and if so where could it be?
