Software upgrade capabilities are available to the aftermarket to anyone willing to pay very high price for the factory scantool and upgrades. Some high volume Honda independent shops have the necessary equipment but generally independents are priced out of being able to afford this equipment. The dealer may be cheapest and only option in your area.
