I have 1999 Honda I just bought, I replaced the battery and it started right up. But once I turned it off it would not turn over. Then the alarm went off and I didn't know how to shut it off. Finally I took out the horn fuse and I loosened the battery cable to turn off the power. It then it stated right up, but I could not get it out of park. So I put the horn fuse back and it would not turn over again. I can't get it to turn over. Taking out the horn fuse probably locked it into park, but it did turn over just fine.
How long has your 1999 Honda Accord had this problem?

Hello, it sounds like you could probably have a factory anti-theft problem. If the anti-theft system keeps engaging, then the vehicle will not start. It's important for the system to be repaired before trying to look at other causes of concern. How is the driver's door lock cylinder? Has it been damaged in any way?
