Car is hesitating between shifts, is it a solenoid?

I got a p0740 code and turns out my TCC Solenoid is to blame. So I pulled out my multimeter and tested it, both ohmed within spec and clicked when given positive charge. I only experience this problem for the first 20 minutes after the car has been sitting for a bit. After warm up it shifts like a dream. I'm starting to fear a new Torque Converter is in my future.
The torque converter is probably the least of the problems. You most likely will need a transmission soon. Baby the car, maybe you can make it last a little longer.

I had a transmission rebuild a month ago, the problem was there before the rebuild and immediately after.
I would take back to whoever did the rebuild. Sounds like they did not do much to repair the problem.
