my radio is too loud when I turn to the lowest setting. What can I do to fix it?

What is your question?

Anytime I turn on the radio its like the radio is at full volume and all the speakers are blaring. This only happens for the radio but is wont turn up too much if I'm using the cassette adapter to play music off my phone.

What makes this problem better or worse?

Turning on only the back stereo makes it seem better but I know its only cause I'm not sitting in the back.

How long has your 1997 Honda Accord had this problem?
