when step on the brake pedal the car brakes to the right 60% of the time and 40% to the left side are the calipers sticking or is there a brake pressure equalizer gone bad. Can the rack and pinion be part of the problem?

I'd guess the problem is in the calipers but a combination of braking and steering problems is a serious safety issue and you need to get the car to a Honda specialist for a diagnosis and estimate on what problems you really have. Guesswork is not good here. I don't think it's the steering rack, unless the steering is really loose, or the equalizer (I think you mean the front/rear brake pressure proportioning valve).
