(1994 Honda Accord) After replacing a busted upper radiator hose (shot coolant all over the place), the cooling fan that runs after engine turns off runs after every trip no matter how short. The engine is not overheating, there is plenty of coolant. It does shut off on its own after 5-10 minutes but never came on before this busted hose. (btw it is winter here so outside temps are 30's)

It is possible that the cooling system still has air in the system and coolant is not reaching the ECT sensor. This would send a false signal to the fan saying the engine is hotter then it really is or the ECT sensor could be bad also.
