Can timing belt tension on 1990 Honda Accord EX be adjusted without removing timing belt covers ?

I would question why you think you need to adjust it. How many miles do you have on the engine. You should replace the T-belt every 90,000 miles. There is an adjustment you can perform. Go to www.alldatadiy.com to spend $26.95 and get any info you need on that car. Good luck
Thanks for response, I`m trying to replace camshaft seal by releasing belt tension enabling timing wheel to be removed.
If your cam seal is leaking then your crank seal should also be replaced. If your have any oil on the T-belt it has to be replaced also.
