AC/Delco ECU 2008 Denali - no start or crank

I purchased a new/reman AC/Delco GMC ECU for 2008 GMC Yukon Denali after doing the key reprogramming twice it still will not start doesn't even crank. Does this need to be programmed at a dealership first.
