I’m not getting any fire to the number three fuel injector.

I have replaced the ECM and all four fuel injectors. The engine has just been completely rebuilt. It runs great except for the number three cylinder will not fire. I have brand new coils brand new plugs. I’ve got spark. I’ve got fuel to the fuel rail. It’s just the number three fuel injector is not getting any fire. The wiring harness has continuity all the way to the ECM. The ECM is brand new. I have good ground. I cannot figure out why it’s the number three injector only.
