it only does it at first startup , once it goes then its good all day

The first thing I would do is obtain a "Tech 2" GM diagnostic tool (or equivalent) and check for any diagnostic trouble codes that remain. I'd also monitor the throttle position information as well as the pedal information. There's got to be a disconnect somewhere along the way that is trying to prevent a safety issue by eliminating throttle response until a certain point.
I took it to the shop they scan for codes only one came up for 02 sensor so I put up stream and down stream in and it still does the same
What codes? No codes will tell you it needs O2 sensors. They only tell you there are concerns that are causing results that may show lean engine running or another issue.
