Truck never start after it rains

It is cranking and not starting. I changed my sparks plugs and wires and cap then I tried to start after about 5 times of trying to start it act like it wanted to start by spitting and I did use starting fluid

The issue is -- you're throwing parts at the car but don't know what's going on. First you need to see if there is a lack of fuel, a lack of spark or a lack of air intake -- or too much air --...or even if there could be an exhaust restriction. Once you find out what element of the things the engine needs to start is missing, then you can pursue further diagnosis and ultimately repairs.
