What would cause a new ac compressor clutch plates to scrub together after installation of complete ac replacement kit?

I recently replaced my ac compressor and clutch with a complete ac replacement kit and after installation by a mechanic I noticed a metallic raspy sound when the clutch is not engaged. Ac works fine but the plates on the clutch are scrubbing together loudly when the clutch is not engaged. How should I go about this? Could it be the belt too tight, faulty compressor and clutch assembly, or something else?
