more likely then not you have a pulley out of alignment.. maybe a bent one around the feed side of the compressor

he said he replaced everything, so that part must of been replaced.

we need to define the word "everything". name the parts that were replaced.

Check the belt tention it could be that the belt tensioner is stuck tight.. had it happen and take bearings out of water pumps and alts...
