I'll start it and let it idle for 20 mins in the morning and still blows cold air... then 5 minutes down the road and its blowing hot air. Then 5 mins after I park it starts blowing cold air. What could be the issue?

Coolant full like Pushrod said. But also have the engine temperature checked. If the thermostat is closed at engine start up and opens when it's supposed to, closing when it should also -- then you should have the heat you need, at least relative to engine performance. Climate control issues can be different, but your concern doesn't sound like that. Good luck!
Be aware water pump is naturally less efficient when low coolant level is present - it simply can not circulate coolant at lower rpms reducing coolant flow through heater core = no heat - - - at higher rpms there is naturally more water pump suction which allows coolant to sufficiently flow through heater core = normal heater output .... All the while actual engine temperature remains unaffected. This is the most likely scenario to offer without *hands-on* inspection. Good luck!
