Why wont my envoy shift into 3rd gear?

The revs and no shift into 3rd gear sounds like a very likely internal mechanical transmission concern that requires troubleshooting. The loss of power steering could be electrical or hydraulic in nature. Check to ensure the power steering fluid reservoir has the proper amount of fluid in it. If it does, and the drive belt is attached as proper under the hood, then there is some other power steering issue that must be determined via troubleshooting.
